MS4 Permit Assistance

Client: Hammond Sanitary District

Location: Hammond, Indiana

The City of Hammond operates a Municipal Separate Storm Sewer System (MS4) as designated by EPA’s Clean Water Act NPDES Phase II Stormwater Program. They are permitted through the Indiana Department of Environmental Management (IDEM) through a general state permitting program known as Rule 13.

Donohue was retained by the City to assist in preparing for a compliance audit and meeting the goals of their permit for the following year. Donohue is assisting with implementing and updating the City’s Stormwater Quality Management Plan, which addresses six minimum control measures and provides a road map for the next five years. The bulk of the program involves developing public educational materials, preparing a Stormwater Pollution Prevention Plan for municipal facilities, developing procedures for construction site inspections, generating a stormwater outfall monitoring program, and creating and updating an interactive stormwater website.
